AI Adoption Is Outpacing Identity Governance

Most organizations are already using AI, and many are moving it into production environments. The challenge isn’t adoption, it’s what comes after. The gap between how fast AI is deployed and how well organizations govern it is where risk accumulates.

That gap isn’t a technology problem. It’s an identity problem. Organizations are deploying AI tools without clear rules about who, or what, can access which systems, what data those systems can connect to, or how that access is monitored over time. In Saviynt’s 2026 CISO AI Risk Report, 71% of CISOs say AI has access to core business systems, but only 16% say they govern that access effectively. AI gets into critical systems before governance is in place. That’s the pattern.

AI isn’t the problem. The problem is weak identity controls.

AI adoption is nearly universal, but execution maturity lags.

AI is spreading faster than cloud or SaaS ever did. The pattern is familiar: technology moves faster than governance, and decisions get automated before roles, permissions, and oversight are clearly defined.

The difference now is that AI acts autonomously. It reasons, generates outputs, and makes decisions. That autonomy turns small identity gaps into scaled outcomes. When access boundaries aren’t clear, automation doesn’t fix the problem. It scales it.

The CISO report shows what that looks like in practice: 47% say they’ve already observed AI agents exhibit unintended or unauthorized behavior. A third reported a security incident or near-miss in the past year. Most breaches are access failures, not sophisticated exploits. AI just makes the consequences show up faster.

Visibility into AI identities is the real challenge.

Most CIOs and CISOs aren’t trying to stop AI use. Their job is to understand where it’s being used and what it has access to,ย  so the organization can move forward without losing control.

If an AI agent can act, it has an identity. If it has an identity, it needs governance.

The problem is that most organizations can’t clearly answer basic questions: where are AI agents operating, which systems can they access, which processes can they influence, what data can they retrieve, and what credentials have they created? The CISO report puts numbers behind that gap: 92% lack full visibility into AI identities, and 95% doubt they could detect misuse if it happened.

When identity, access, and monitoring tools are disconnected, governance becomes guesswork. CISOs aren’t asking for perfection. They’re asking for the basics: who authorized it, what it can touch, and what it’s doing right now.

Fragmented systems are limiting AI effectiveness.

Disconnected tools and siloed workflows create blind spots. AI pulling data across systems without consistent identity controls dilutes precision. There’s a critical distinction between what an AI agent can technically access and what a user is actually authorized to see. The moment an AI agent can see more than the human it represents, authorization lines blur.

Identity is the control plane that enforces those boundaries. Without it, AI operates on assumptions.

The CISO report shows why legacy tooling won’t catch up on its own: only 25% of organizations use AI-specific monitoring or controls today. Most teams are trying to manage machine-speed behavior with fragmented controls designed for human workflows. That’s how you end up unable to answer basic questions in real time.

AI agents accelerate access sprawl.

AI agents follow the rules theyโ€™re set up with. If those rules allow broad access, the agent will operate with broad access. Unlike static service accounts, AI agents reason differently each time they execute. They can dynamically create credentials, secrets, and integration paths.

When those credentials persist beyond their purpose, access outlives intent.

Most breaches are access failures, not sophisticated exploits. Automation without identity governance just moves risk faster.

The report also confirms something security teams already see on a day-to-day basis: AI expands without permission. Seventy-five percent have discovered unsanctioned AI tools currently running in their environments, often with embedded credentials or elevated access that no one is monitoring. Thatโ€™s not an adoption issue. Itโ€™s an identity issue.

Performance gains don’t change the governance requirement.

AI is delivering real, measurable value across enterprise functions โ€” faster feedback cycles, accelerated skill development, more consistent decision support. Those gains are worth protecting.

But the governance requirement doesn’t decrease because the use case is internally focused. If AI systems are evaluating outcomes, generating recommendations, or informing decisions, organizations need to define what data those systems can access, for how long, and under whose authority.

If you can’t explain who has access to sensitive data and why, governance has already failed. AI doesn’t change that standard. It raises the cost of getting it wrong.

High-performing organizations treat AI as an operating model, not a feature.

Leading organizations don’t treat AI governance as a compliance checkbox. They embed it into how AI is deployed: AI identities are provisioned like human users, access is defined with intent, and monitoring is continuous. Decommissioning is deliberate, not reactive.

The CISO report shows what leaders prioritize when they want to get ahead of this. If budget weren’t a constraint, 73% said they would invest in API and workload identity discovery and inventory, and 68% would prioritize continuous monitoring and posture analytics. The playbook is clear: visibility first, then continuous enforcement.

Security, in this model, isn’t the department of no. It’s the function that gives the business permission to move fast without losing control.

The path forward starts with identity.

AI is already embedded in enterprise environments. Blocking it isn’t realistic, and it isn’t the goal. The sustainable path forward starts with visibility: where are AI agents operating, what identities they hold, what access they have, and how that access changes over time.

When AI identities are governed with the same rigor as human and non-human accounts, risk decreases without limiting innovation. Every digital initiative eventually becomes an identity problem. Organizations that recognize identity as the control plane will scale AI responsibly. Everyone else will just scale risk.
