Oracle’s online charging and targeted promotion features help leading Balkan service provider grow prepaid revenue and prepare for 5G
BH Telecom, the leading telecom operator in Bosnia and Herzegovina, has chosen Oracle Converged Charging System to invigorate its prepaid product offerings and provide a clear path to monetizing 5G. The Oracle technology provides BH Telecom with cloud native online and offline charging for any service or payment model, including prepaid charging of voice, messaging, and advanced mobile broadband services across its existing 2G-4G mobile networks.
“We needed to transform our online charging capabilities while consolidating legacy systems and cutting costs,” said Sedin Kahriman, General Manager at BH Telecom. “Oracle’s Converged Charging System provides us with critical, rapid monetization of innovative prepaid commercial offers and an evolutionary path to meet future requirements. These business priorities include monetizing 5G, supporting online charging of postpaid subscribers, and harnessing the benefits of cloud with the option of full cloud native deployment.”
The selection launched the second phase of a transformation program for BH Telecom, which serves more than three million customers in the western Balkan states. Phase one of the program used Oracle Communications Billing and Revenue Management to provide offline charging of postpaid subscribers and support key business processes, including generation, capture, collection, and analysis of revenue fulfillment.

Targeted Prepaid Tools Stimulate Opportunities
One significant benefit of Oracle Converged Charging System is the flexibility it gives providers to target promotional campaigns to prepaid subscribers who account for 75% of BH Telecom’s total customer base. The company also serves a growing number of tourists with prepaid data, voice, and text messaging offers with simple options to check balances and customize access based on trip duration. Oracle’s easy to use, graphical, drag and drop service configuration tool lets BH Telecom stimulate usage, prevent churn, and boost revenue with rapid time to market.
Oracle’s Converged Charging System works in tandem with the already deployed Oracle Policy and Charging Rules Function.

BS Telecom Solutions, a global systems integrator with deep expertise in telecommunications and member of Oracle PartnerNetwork (OPN), is managing the implementation. Oracle’s Converged Charging System aligns with TM Forum Open APIs and standards to allow ease of integration with business and operational platforms.
