Africell Expedites Launch of Mobile Services in Angola with Oracle
Oracle Communications’ complete converged charging, policy management, billing solution supports Africell’s mobile service expansion in Africa

Customers across Africa are ramping up use of mobile communications services including voice, messaging, data, and mobile banking. To meet this demand as it expands into the Angola market, Africell has selected Oracle Communications converged charging, policy, and billing solutions. The offerings will help the fast-growing network operator to monetize its mobile services in Angola while providing an easy and intuitive experience for customers.

Oracle’s complete solution meets our business and technical requirements and will accelerate our time to market in Angola.”

Operating in Africa since 2001, Africell now serves more than 12 million customers in Gambia, Sierra Leone, the Democratic Republic of Congo, and Uganda. The company’s mission is to provide reliability, transparency and a commitment to its diverse customers and advancing economic growth in their communities through the power of voice, VoLTE, data and messaging. In February 2021, Africell was licensed to operate in Angola and the company plans to launch service by the end of 2021.

To meet this timeline and lay the groundwork for a new generation of mobile services in Angola, Africell wanted a complete, integrated solution to support account activation, providing real-time account balance information, and usage mediation. The fully integrated platform will include Oracle Communications Billing and Revenue Management together with Oracle Converged Charging, Oracle Policy Management, and Oracle Activation to automatically activate services for end customers.
