New findings from Cloudera’s Data Readiness Index 2026 highlight how fragmented data and limited integration are hindering agencies’ ability to leverage AI for mission-critical operations.

Cloudera, the only company bringing AI to data anywhere, today released new public sector findings from its Data Readiness Index 2026, revealing that while public sector organizations lead all industries in data governance, significant gaps in data accessibility, visibility, and integration continue to hinder their AI readiness. The findings highlight a growing disconnect between agencies’ ability to protect and govern sensitive data and their ability to effectively leverage that data to support AI innovation, informed decision-making, and mission-critical operations.

Public sector organizations have established some of the strongest data governance frameworks across industries, driven by regulatory requirements, public accountability, and the need to protect sensitive information. In fact, 72% report that most or all of their data is governed, compared to 66% in healthcare, 65% in energy and utilities, and 61% in financial services. However, this leadership has not translated into widespread data accessibility. Just 16% of public sector respondents report full access to their data across environments, the lowest of any industry surveyed, compared to 24% in financial services and 51% in telecommunications.

Additional key findings from the public sector include:

  • Limited visibility into data: Only 31% of public sector organizations report full visibility into where their data resides, making it difficult to effectively locate and utilize information across systems.
  • Complex access requirements remain a significant barrier: Nearly half (47%) cite complicated data access requirements and processes as a primary challenge, while 44% point to limited visibility into where data resides and 34% struggle with siloed data across agencies and systems.
  • Data integration remains incomplete: Just 30% of public sector organizations report that their data is fully integrated across environments, limiting their ability to leverage information across applications and workflows.
  • Data quality impacts AI investments: Nearly one-quarter (24%) identify data quality as the leading cause of underperforming AI investments, underscoring the importance of reliable, connected data for successful AI initiatives.

“Government agencies don’t have an AI problem; they have a data access problem,” said Dario Perez, GVP – Federal Civilian and SLED at Cloudera. “Research reveals a clear paradox, in which agencies excel at governing sensitive data, yet only around one-sixth can access that data across their enterprise. Whether responding to natural disasters, allocating critical resources, or delivering essential public services, agencies need timely, accurate information to make decisions that impact people’s lives. As AI becomes embedded in government operations, securely connecting data across systems while maintaining strong governance will be critical to delivering on AIโ€™s potential.”

For public sector organizations, ongoing challenges around data accessibility, integration, and legacy infrastructure continue to complicate modernization efforts and limit the potential of emerging technologies. As agencies look to scale AI adoption, the findings reinforce the importance of embedding governance into modernization strategies from the outset, ensuring that data remains secure, accessible, and usable as systems evolve. Building on their existing governance strengths while addressing persistent data fragmentation will be critical to supporting more scalable, effective AI initiatives.
